Whether a Regence plan pays for treatment depends on the product, the level of care and a medical necessity decision, and the only reliable answer comes from a benefits check on your own policy. The family’s insurance verification page starts one.
Before that, one Oregon detail with a date on it. HealthCare.gov carries a notice that from November 1, Oregon residents will use ExploreHealthOR.gov to enroll in 2027 coverage, and that HealthCare.gov remains the place for 2026 coverage information [1]. Sending someone to the new site for a plan year it does not cover is the easiest mistake to make in Oregon right now.
The rest of this page covers which routes reach an Oregon resident, what any plan weighs level by level, the Salem campus this page routes to, network status, how authorization runs, what the Oregon Health Plan does differently, and the call that settles cost. Our general guide to Does Insurance Cover Rehab? sits underneath it.
Three routes, plus a timing question Oregon has and other states do not.
An employer group plan is the most common. An individual plan for 2026 is still bought through HealthCare.gov; the move to ExploreHealthOR.gov applies to 2027 coverage and starts on November 1 [1]. The Oregon Health Plan is the state’s Medicaid coverage and works differently enough to have its own section below.
The timing point is not pedantry. Someone renewing in the middle of a treatment decision needs to know which site holds their plan year, because the wrong one will show them plans they cannot buy yet.
A carrier’s product line-up and membership figures are corporate claims, and the only authorities worth citing for them are a state insurance regulator or a federal filing, so this page works from something better evidenced. Your card carries it: the product name, whether it is a health maintenance organization or a preferred provider product, and which of the three routes above it came from. Our Oregon treatment page collects what runs in the state.
Carriers approve a named level of care for a fixed stretch of days. There is no approval for “rehab” as a whole.
Federal treatment guidance supplies the level names. It sets out a range of settings that runs from a physician’s office to acute care inpatient, with intensive outpatient and partial hospitalization programs between them [5]. It describes five detoxification levels and places round-the-clock medical supervision at the top two [5].
So the vocabulary matters on the phone. “Is rehab covered” invites a friendly answer that binds nobody; “is medically monitored inpatient detoxification covered under this product” gets a decision.
The second habit worth forming is to plan for two requests. Detox, in federal guidance, is evaluation plus stabilization plus fostering the person’s entry into treatment, and the same guidance says outright that detoxification “is not substance abuse treatment and rehabilitation” [6]. An approval for the withdrawal stage settles the withdrawal stage and no more.
Our explainers on Medical Detox and Levels of Care describe what each tier involves clinically.
The Recovery Village Salem is at 309 Lancaster Drive NE in Salem, Oregon, about 44 miles southwest of Portland in a straight line and farther by road. Its own page publishes medical detox, inpatient treatment and aftercare [7], and states that same-day admission is available [7].
Same-day admission is worth flagging on a coverage page specifically, because it changes the order of operations. If a bed can be available today, the benefits verification has to happen today too, and the questions further down this page are the ones to have ready rather than to work out afterwards.
What the campus publishes is a shorter list than some of our other sites, and that is a reason to ask admissions what happens after the inpatient stage rather than to assume anything either way. The step-down plan is a legitimate question to raise on the first call.

The Recovery Village Salem is part of our family of treatment centers. See the Recovery Village Salem campus.
This page does not tell you that the Salem campus is in network with Regence. We state a network relationship only where the campus’s own page or the insurer’s own page says so, and a claim of that kind moves money. Have it checked against your policy on the call instead.
The general mechanics still hold. Network contracts are signed product by product, so quote the product name rather than the brand. Being out of network is not the same as being uncovered: reduced-rate payment is common, emergency-only payment exists, and where an equivalent level of care is not reachable in network some carriers will write a single-case agreement.
Oregon has a particular version of the out-of-state question. Portland sits on the Columbia, and the family’s nearest campuses to it are across the river in Washington rather than in Oregon. For a Portland resident that turns a short drive into an out-of-state claim, so confirm how a plan treats a Washington address before anyone leaves. Our pages on Aetna Insurance Coverage for Drug and Alcohol Treatment and Cigna Insurance Rehab Coverage show how other carriers draw the same boundary.
Nobody explains this sequence in advance, and it is the part that causes the most alarm:
Parity law sits under every one of those steps. Once a plan covers mental health and substance use care, the Mental Health Parity and Addiction Equity Act stops it from treating that care worse than medical and surgical care, whether the tool is a visit cap, a day cap, step therapy or prior authorization [3]. The plans inside its reach are non-federal governmental plans with more than 50 employees, private employer group plans with more than 50 employees, and the individual market [3]. Small employers are outside it, and their enrollees are covered instead by the Affordable Care Act’s essential health benefits requirement.
Our page on How to Go to Rehab and Keep Your Job covers the working side of the same weeks.
The Oregon Health Plan. Oregon delivers Medicaid through coordinated care organizations, and the Oregon Health Authority’s own page on them points members to the CCO’s provider directory for behavioral health and substance use disorder treatment [2]. The practical consequence is that your CCO, not a separate behavioral health administrator, is the organization to ask which providers and which levels of care are available to you.
The Marketplace. For 2026 coverage, Oregon enrollment stays on HealthCare.gov [1]. Marketplace plans cover mental health and substance use disorder services as an essential health benefit, cannot refuse or surcharge a pre-existing condition, and cannot apply yearly or lifetime dollar limits [4].
Self-pay. Treat it as a negotiation rather than a price list. Ask for the cost by level of care, what a deposit buys and whether a payment plan exists. Our page on How Much Does Rehab Cost? gives our own published ranges, Humana Insurance Rehab Coverage shows another carrier’s structure, and Inpatient Rehab and Outpatient Rehab explain the two tiers most of these questions land on.
Same-day admission makes this call urgent rather than administrative, so have the card in front of you before you dial.
Open with the product name, because network status attaches to the product and not to the logo on the front. From there the list is short: in-network status for that product, where the deductible sits today, the coinsurance at each level of care under discussion, which of those levels need prior authorization and who files the request. Two more are worth the extra minute — the usual length of a first approval in days, and the annual out-of-pocket maximum.
On an Oregon Health Plan product, add a question the other states do not need: which coordinated care organization you belong to, and how its behavioral health network handles the level of care being recommended [2].
Note who answered and when. If a bill later disagrees, that note is the whole of your evidence.
Our walkthrough of How to Get Into Rehab covers the rest of the intake. The Nationwide Directory of Drug and Alcohol Rehab Facilities and the full list of Drug & Alcohol Rehab Facilities show where else the family runs care. SAMHSA also runs FindTreatment.gov.
Usually some of it, and never all of it automatically. Marketplace plans have to cover substance use disorder services as an essential health benefit, but the plan still decides each level of care on medical necessity and on the terms of your own product. Name the level you are asking about, and get the answer before a start date rather than after one.
We state a network relationship only where the campus’s own page or the insurer’s own page says so, and we do not have that here, so we will not answer it either way. Network status is set product by product rather than by brand, and a wrong answer costs a reader real money. Call to verify coverage against your own policy, and admissions can run the same check.
It is judged on medical necessity, level by level, and granted in days rather than open-ended. Because federal guidance treats detoxification as evaluation, stabilization and entry into treatment, an approval settles withdrawal management and leaves what follows to a second request. The three things to establish are which levels need authorization, the usual length of a first approval, and who files the review.
Often, on different terms. In Oregon this comes up early, because the nearest campuses to Portland are across the river in Washington. Ask how the plan treats an out-of-state address, what the out-of-network benefit pays, and whether a single-case agreement is possible for a level of care not reachable in network.
Read the product name off the card first. Then either call the number on the back or hand the details to admissions, and get four answers: network status for that product, the deductible position, coinsurance at each level of care, and which levels need prior authorization. On the Oregon Health Plan, add which coordinated care organization you belong to.
